Job Summary

1. Purpose of the Role

The Registered Manager is responsible for the safe, effective and compliant operation of the Nursing Agency and the Domiciliary Care Agency in accordance with:

  • The Domiciliary Care Agencies Regulations (Northern Ireland) 2007
  • The Nursing Agencies Regulations (Northern Ireland) 2005
  • RQIA Minimum Standards
  • DHSSPS guidance
  • All relevant safeguarding, employment and data?protection legislation

The post?holder ensures high?quality care delivery, robust recruitment and compliance processes, safe staffing and strong governance across both regulated services.

2. Key Responsibilities

A. Regulatory Compliance & Governance

  • Maintain full compliance with RQIA regulations for both agencies.
  • Prepare for and lead RQIA inspections, quality monitoring visits and internal/external audits.
  • Ensure policies, procedures and governance frameworks are current, implemented and reviewed regularly.
  • Oversee internal audits including care plans, care documentation, MAR charts, staff files, training records and recruitment documentation.
  • Oversee daily operations to ensure performance targets, quality improvement measures and regulatory standards are met.
  • Ensure all nurses are registered with the NMC, adhere to the NMC Code, and maintain ongoing professional registration.
  • Ensure all carers and domiciliary care workers are registered with NISCC and adhere to professional standards.

3. Operational Management

  • Monitor and evaluate care delivery and implement improvements where required.
  • Build and maintain strong relationships with service users, Trust representatives, families, staff and external stakeholders.
  • Conduct assessments and care planning, often in collaboration with healthcare professionals, ensuring plans are implemented and reviewed.
  • Respond promptly to service?user requests, queries and changes in need.
  • Manage complaints, safeguarding concerns and incident investigations.
  • Assist with tender responses and submissions to Health & Social Care Trusts.
  • Oversee seamless agency?worker registration including AccessNI, right?to?work checks and pre?employment documentation.
  • Conduct interviews, inductions and competency assessments.
  • 4. Leadership & Staff Management

  • Oversee recruitment, selection, induction and training of staff.
  • Conduct staff supervision, appraisals and performance reviews.
  • Ensure staff compliance with mandatory training, supervision, safeguarding and professional standards.
  • Ensure all staff files meet RQIA standards including AccessNI, references, right?to?work, training, induction and competency documentation.
  • Promote a positive, professional and supportive working environment.
  • 5. Record?Keeping & GDPR Compliance

  • Ensure accurate, secure and compliant record?keeping across both agencies.
  • Maintain confidentiality and data protection in line with GDPR and organisational policies.
  • Oversee digital and paper?based systems for staff files, care documentation, recruitment records and governance evidence.
  • 6. Business Development & Growth

  • Support the growth, sustainability and strategic development of Sir Henry Group.
  • Build partnerships with Health & Social Care Trusts, commissioners and external organisations.
  • Identify opportunities for service expansion and improvement.
  • Seek and secure contracts with nursing homes, care homes, residential homes, supported living providers, hospitals and other healthcare settings.
  • 7. Essential Criteria

    Qualifications

  • Live NMC registration (for nursing?agency management).
  • Recognised management qualification.
  • Full registration with NISCC.
  • Clear Enhanced AccessNI check.
  • Ability to work autonomously and make decisions under pressure.
  • Experience

  • Minimum 2 years’ managerial experience in a healthcare setting.
  • Strong knowledge of RQIA regulations, compliance requirements and Minimum Standards.

  • Full UK driving licence and access to a vehicle.
  • Excellent telephone manner and email?handling skills.
  • Strong computer literacy.
  • Sound geographical knowledge of Northern Ireland.
  • Ability to work to KPIs and performance targets.
  • Willingness to participate in on?call duties.
