Visits are reliable and on time, even when different carers attend, and communication with both staff and the wider CEL care team is clear and responsive. Most importantly, this support has enabled my mother to remain living independently in her own home, which would not otherwise be possible.
For me, living some distance away, the service provides real reassurance and peace of mind. My mother is treated with dignity, warmth, and respect at all times. I would highly recommend CEL Home Care.

Meet the Team (4)
My name is Elaine Armstrong, and I am the Registered Manager for CEL Homecare in Consett and Carlisle. I am a compassionate and dedicated manager with over 25 years’ experience in the care sector, being a Registered Manager and safeguarding lead for 18 years. I have managed teams in the Cumberland area since 2012. I have been responsible for the safe growth of start-up contracts with local authorities. Within my role, I am responsible for heading a team of competent staff, focusing on ensuring that people who use the service receive a high-quality service that meets their needs. I have a passion for helping people achieve their best possible level of well-being.
My name is Katie Clark, and I joined CEL Homecare in 2022. I had no previous care experience and found that I enjoyed the role immensely. I am an ambitious individual and strive to push myself in everything that I do. I have progressed from care worker to supervisor and currently Care Coordinator. I have completed my Level 2 and 3 diplomas in Health and Social Care and my aim is to further my learning to support me in a management role (I am currently studying for my Level 5 in Care Leadership).
My name is Gail Craig, and I have over 25 years of experience in the healthcare sector. I am currently the Training and Recruitment Officer with CEL Homecare. I work across all branches, ensuring training compliance and safe recruitment practices. Previous to this role, I was the Care Co-Ordinator for CEL Homecare. I still like to help cover calls as required to support Katie. Before joining CEL Homecare in 2019, I worked for a large domiciliary organisation in many different roles, my favourite being an Assessment Manager. I enjoyed the initial meeting with clients and planning their care to suit their individual needs.
With Elaine, I am one of the founders of CEL Homecare in 2019. I came into Social Care in 2008, having previously worked in Geotechnics and Site Investigation for Civil Engineering projects. This was a massive change of career for me, but I began work in the sector as a Health and Safety advisor and latterly Quality Manager for a regional home care provider. Before helping establish CEL Homecare, I worked with Elaine for a national home care franchise, helping train and develop new home branches and businesses. Elaine and I decided to set up our own home care service to help those areas local often poorly served by existing providers. I now mainly deal with financial, regulatory, and business development aspects (the non-care side in general).
