The care that is provided for my mum is the best I could hope for. CEL care are very accommodating. Communication between management the team and myself is excellent. . It brings mum joy as she looks forward to the carers visits. They are always very pleasant and helpful, efficient and kind. I as a daughter could not ask for more. The app is invaluable and this all gives me much confidence and peace of mind living away. Excellent care. Administration team equally efficient. Thankyou to every one.

Overall Experience
My dad had carers from this company for over a couple of years and we were very happy with them .
The management were approachable, caring and helpful whilst professional they showed understanding to what became a difficult journey we were on. Any concerns they had they liaised with us to ensure the best outcome for my dad and mum who was his main carer.
Our 2 main carers became so important to dad he looked forward to their visits and trips out together. Things were planned to give dad his personal choices and lots of good memories were made

A very close relationship was formed with them from not only dad but mum and ourselves and we will always be thankful for this

All the people involved with the company have been very understanding and supportive. Keeping myself informed by phone or with the useful app. They've taken most of the daily practices and pressure off myself and family.

Dee Stedman Job Title: Registered Manager and Area Manager Joined: 2022
Dee Stedman (Maryport Registered Manager and Carlisle Area Manager)

My name is Dee Stedman, I am the Area Manager of CEL Homecare based in Warwick Bridge, Carlisle and Registered Manager for Maryport. I have over 30 years’ experience within the Health and Social Care sector with a variety of specialities from AE, ITUU, Sick Children and the Elderly. I had a management position in the local Hospital for 14 years and subsequently managed care agencies, improving the quality of service provision. During the recent pandemic, I was in lockdown with my elderly parents. This made me rethink my career, and I decided to dedicate myself to home care as I felt that local services could improve.

Elaine Armstrong (Registered Manager, Consett and Carlisle and Company Manager)

My name is Elaine Armstrong, and I am the Registered Manager for CEL Homecare in Carlisle and Consett. I am a compassionate and dedicated manager with over 25 years’ experience in the care sector, being a Registered Manager and safeguarding lead for 18 years. I have managed teams in the Cumberland area since 2012. I have been responsible for the safe growth of start-up contracts with local authorities. Within my role, I am responsible for heading a team of competent staff, focusing on ensuring that people who use the service receive a high-quality service that meets their needs. I have a passion for helping people achieve their best possible level of well-being.

Gail Craig (Human Resources and Training Officer)

My name is Gail Craig, and I have over 25 years of experience in the healthcare sector. I am currently the Training and Recruitment Officer with CEL Homecare. I work across all branches, ensuring training compliance and safe recruitment practices. Previous to this role, I was the Care Co-Ordinator for CEL Homecare. I still like to help cover calls as required to support Katie. Before joining CEL Homecare in 2019, I worked for a large domiciliary organisation in many different roles, my favourite being an Assessment Manager. I enjoyed the initial meeting with clients and planning their care to suit their individual needs.

Cameron Latimer (Nominated Individual and Quality Manager)

With Elaine, I am one of the founders of CEL Homecare in 2019. I came into Social Care in 2008, having previously worked in Geotechnics and Site Investigation for Civil Engineering projects. This was a massive change of career for me, but I began work in the sector as a Health and Safety advisor and latterly Quality Manager for a regional home care provider. Before helping establish CEL Homecare, I worked with Elaine for a national home care franchise, helping train and develop new home branches and businesses. Elaine and I decided to set up our own home care service to help those areas local often poorly served by existing providers. I now mainly deal with financial, regulatory, and business development aspects (the non-care side in general).

Jules Dillon (Finance Officer)

My name is Jules Dillon, and I am the Finance Officer for CEL Homecare. I joined the team in 2024 as a support to Cameron in payroll and invoicing. I am based at the Carlisle office; however, I assist with all branches. I always joke that I enjoy nothing more than a good spreadsheet. I worked for a care company for many years as a Finance Officer before joining CEL, but I felt it was time for a challenge.

Hayley Elliott
Hayley Elliott Job Title: Care Coordinator Carlisle Joined: 2022
Hayley Elliot (Community Supervisor and Care Coordinator)

My name is Hayley Elliott. I am the Supervisor and Care Coordinator at CEL Homecare. I have been a senior for many years at previous home care agencies. I came into care when the pandemic hit and felt like this was the field of work I wanted to work in, so I stayed and never went back to hairdressing (my previous pre-pandemic occupation). My job has many roles; I coordinate staff rotas and care calls, meet with and help Dee assess new clients, and update staff training records. I make sure our staff have all the right information needed to be able to provide the best possible care and support to our service users. I also like to think I’m approachable, with a good rapport with staff, customers, health professionals and social workers. I do still go out 5 days a week and do care calls. I like to be out on the field, and I find this keeps me in touch with clients, so I can see if there is anything that needs to be changed or updated.
