Overall Experience

Majority of the staff are great and do a great job. The members of staff we have regularly are top notch and are really professional and friendly. We have however had problems with some staff who seem to lack experience or adequate training. We have had issues in the past, mainly with call times and rota's. These issues have recently been sorted and resolved.

Rachel Maughan (Teesside Registered Manager)

My name is Rachel Maughan, and the Registered Manager for CEL Homecare Teesside, having joined CEL Homecare in 2024 following the company securing a block provision contract with Stockton Borough Council. The role has had challenges because of TUPE processes; however, I feel this has strengthened me as a manager. During this time, I have built good working relationships with Care Managers and other professionals. Before joining the team as the Area Manager, I had been in Registered Manager posts with other organisations.

Elaine Armstrong (Registered Manager, Consett and Carlisle and Company Manager)

My name is Elaine Armstrong, and I am the Registered Manager for CEL Homecare in Carlisle and Consett. I am a compassionate and dedicated manager with over 25 years’ experience in the care sector, being a Registered Manager and safeguarding lead for 18 years. I have managed teams in the Cumberland area since 2012. I have been responsible for the safe growth of start-up contracts with local authorities. Within my role, I am responsible for heading a team of competent staff, focusing on ensuring that people who use the service receive a high-quality service that meets their needs. I have a passion for helping people achieve their best possible level of well-being.

Gail Craig (Human Resources and Training Officer)

My name is Gail Craig, and I have over 25 years of experience in the healthcare sector. I am currently the Training and Recruitment Officer with CEL Homecare. I work across all branches, ensuring training compliance and safe recruitment practices. Before this role, I was the Care Coordinator for CEL Homecare. I still like to help cover calls as required to support Katie. Before joining CEL Homecare in 2019, I worked for a large domiciliary organisation in many different roles, my favourite being an Assessment Manager. I enjoyed the initial meeting with clients and planning their care to suit their individual needs.

Cameron Latimer (Nominated Individual and Quality Manager)

With Elaine, I am one of the founders of CEL Homecare in 2019. I came into Social Care in 2008, having previously worked in Geotechnics and Site Investigation for Civil Engineering projects. This was a massive change of career for me, but I began work in the sector as a Health and Safety advisor and latterly Quality Manager for a regional home care provider. Before helping establish CEL Homecare, I worked with Elaine for a national home care franchise, helping train and develop new home branches and businesses. Elaine and I decided to set up our own home care service to help those areas local often poorly served by existing providers. I now mainly deal with financial, regulatory, and business development aspects (the non-care side in general).

Emma/Fozia Aslam/Atkinson
Emma/Fozia Aslam/AtkinsonJob Title:Care Coordinators and Community SupervisorsJoined: 2026

Foz and Emma are the newest CEL Stockton members. Although we all work together as a team, Emma's role is primarily Care Coordinating, and Foz is our Area Supervisor. Foz and Emma have joined the service with enthusiasm, dedication, and a shared commitment to delivering high-quality, person-centred care. They are both passionate about supporting clients to navigate their care packages and care services, ensuring they receive the right support at the right time. Since joining the team, they have embraced their roles with positivity and a willingness to learn, quickly building relationships with carers, clients (and their family members), professionals and partners across the service. They are excited about the opportunities ahead and are keen to contribute to ongoing service development and improvement. Fozia and Emma are looking forward to working collaboratively with the wider team to enhance client experiences, strengthen care coordination, and help drive the service forward. Their fresh perspectives, energy, and commitment to making a difference will be a valuable addition to the team. We are pleased to have them on board and look forward to seeing the positive impact they will make.
